* Makefile.tpl (DEBUG_PREFIX_CFLAGS_FOR_TARGET): New.
(CFLAGS_FOR_TARGET, CXXFLAGS_FOR_TARGET): Include it.
* Makefile.in: Regenerate.
* configure.ac (--with-debug-prefix-map): New.
* configure: Regenerate.
