* fhandler.cc (off_current): Define local in fhandler_base::raw_write.
Drop erroneous NO_COPY, add _RDATA to make R/O.
(off_append): Ditto.
* globals.cc (_RDATA): Move definition from here...
* winsup.h: ...to here.
