New DXF importer, based in DXFGrabber.

This addon replaces the old DXF importer.

Written by cnd (Lukas Treyer).

It uses dxfgrabber - copyright (C) 2012 by Manfred Moitzi (mozman) (MIT license).

Review and some cleanup by mont29 (Bastien Montagne).
