Instead of using macros like GLIBC we can use the CMake build
systems internal functions to check if some header or functions are
present on the running system's libc.
Add ./build_files/cmake/have_features.cmake to add checks for
platform features which can be used to set defines for source
files that require them.

The original intention from [0] was to force background-mode when built
WITH_HEADLESS or WITH_PYTHON_MODULE, with the else clause setting the
signal handler for Ctrl-C. Since WITH_PYTHON_MODULE now disables all
signal handlers this check no longer makes sense.

Use a shorter/simpler license convention, stops the header taking so
much space.

While most of the source tree has been included
- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.
doc/license/SPDX-license-identifiers.txt has been added to list SPDX all
used identifiers.

Use "filepath" which is the current convention for naming full paths.
- Main use "name" which isn't obviously a file path.
- BlendFileData & FileGlobal used "filename" which is often
used for the name component of a path (without the directory).

release builds. This can be toggled on/off with the
`WITH_WINDOWS_PDB` cmake option. by default it is on.
Things to take into consideration:
Release builds are hightly optimized and the resulting
backtraces can be wrong/misleading, take the backtrace
as a general area where the problem resides rather than
an exact location.
By default we ship a minimized symbol file that can only
resolve the function names. This was chosen to strike
a balance between growth in size of the download vs
functionality gained. If more detailed information is
required such as source file + line number information
a full pdb can be shipped by setting `WITH_WINDOWS_STRIPPED_PDB`
to off.

- Use a single undo history for all operations.
- UndoType's are registered and poll the context to check if they
should be used when performing an undo push.
- Mode switching is used to ensure the state is correct before
undo data is restored.
- Some undo types accumulate changes (image & text editing)
others store the state multiple times (with de-duplication).
This is supported by checking UndoStack.mode `ACCUMULATE` / `STORE`.
- Each undo step stores ID datablocks they use with utilities to help
manage restoring correct ID's.
Needed since global undo is now mixed with other modes undo.
- Currently performs each undo step when going up/down history
Previously this wasn't done, making history fail in some cases.
This can be optimized to skip some combinations of undo steps.
grease-pencil is an exception which has not been updated
since it integrates undo into the draw-session.

To help diagnose issues like T53259, it is useful to know the module causing the issue (is it us, or some opengl icd, or python module?) and while we cannot do stackdumps on release builds on windows, it is possible to display the faulting module. This commit changes the exception handler to output the following information:
Error : EXCEPTION_ACCESS_VIOLATION (Type of exception , this we had before)
Address : 0x0000000140193726 (Address of the exception, new)
Module : k:\BlenderGit\build_windows_Full_noge_x64_vc15_Release\bin\Release\blender.exe (module of the exception, new)
