Merge branch 'jc/gpg-lazy-init'
Instead of forcing each command to choose to honor GPG related
configuration variables, make the subsystem lazily initialize
itself.
* jc/gpg-lazy-init:
drop pure pass-through config callbacks
gpg-interface: lazily initialize and read the configuration
