Clean up `aspnetcore` casing in ref to that repo (#47347)

- address difference I introduced in dotnet/aspnetcore#29511 and more
    - conflict detected in dotnet/aspnetcore#29520
- also s|aspnet/aspnetcore|dotnet/aspnetcore|
