[Xml] Omit XML declaration setting now affects xml formatting.
The XML formatting setting Omit XML declaration had no affect on the
XML when a document was formatted. Now if it is set to true then the
XML declaration will be removed. If it is set to false then the XML
declaration will be added if it is missing.
