Cleanup tags and Share componentcleanup/tags

- Port to LoggerInterface
- Use IDBConnection and IQueryBuilder instead of raw SQL and OC_DB
- Use IEventListener instead of hooks
- Remove the now unused OC_DB and OC_DB_StatementWrapper legacy utils
