Babel is now installed as a dependency in our ESLint installation. The
current license-builder.sh will fail to find the license for Babel.
The license is sill present in the repository/code base/file system. So
as with all other dependencies that are installed in
tools/node_modules/eslint/node_modules and have an MIT license, we are
still complying with the license. The inclusion in our own LICENSE was
to clearly signal that things under tools/node_modules/@babel were not
covered by the Node.js license. Because it is now under
tools/node_modules/eslint, that "we aren't the license-holders of this
code" aspect of things is already covered by the inclusion of the ESLint
license.

Reintroduces the ngtcp2 and nghttp3 dependencies, building those by
default if the vendored-in openssl (with QUIC support) is used or the
shared openssl defines `OPENSSL_INFO_QUIC`.
Upates the version metadata to reflect whether ngtcp2 and nghttp3 are
present.

Prior to this commit, all <pre> tags were being
highlighted as JavaScript. This has been corrected
to syntax highlight all languages appearing in the
API reference docs. This was accomplished by using
highlight.js instead of SHJS for the frontend lib.
* remove SHJS JavaScript code
* add highlight.js bundle
* fix script tags to reflect replacement
* migrate CSS to use highlight.js classes
* add appropriate documentation
* ensure api_assets README.md stays interal

This adds bigint, class-fields, numeric-separators, static-class
features, private class methods and fields as dependency. That way
it's possible to use these in combination with acorn to parse these
language features.
This also removes a couple of files that were not necessary for
Node.js to reduce the code base.

Currently, node.js depends on inspector_protocol indirectly through the
dependency on v8.
This is a dependency violation that will make it hard to roll V8 into
Node if V8 gets a newer inspector protocol version with incompatible
API. In fact, this surfaced on one of our bots when we tried to roll new
inspector_protocol into V8.
This patch adds inspector protocol and its required dependencies to node
deps:
- jinja2
- markupsafe

The LICENSE file has a few entries for things that no longer ship with
the code base. They are installed via npm instead. Remove them from the
license file.
Running the license builder on a fresh checkout will
result in errors until this change lands, since the necessary
information is not in the source tree until the `npm install` happens.

Create tools/update-babel-eslint.sh script and execute it to do the
first installation of the package.
Update tools/license-builder.sh and execute it to add babel-eslint's
license to our LICENSE file.

This is required because we need to add the babel-eslint dependency
and it has to be able to resolve "eslint".
babel-eslint is required to support future ES features such as async
iterators and import.meta.

- Update to released ICU 60.1, including:
- CLDR 32 (many new languages and data improvements)
- Unicode 10 (8,518 new characters, including four new scripts,
7,494 new Han characters, and 56 new emoji characters)
- UTF-8 malformed bytes now handled according to W3C/WHATWG spec

The LICENSE file was not originally included when remark-cli was
vendored. This Commit adds the LICENSE file back to tools/remark-cli
and updates the top level license in the project
