We added a hack for this a while ago for Electron, so let’s remove
that hack and make this an official API.

If created platform with CreatePlatform, the crash occurs because
it does not check if it was initialized to v8_platform
when DisposePlatform was called.

The getter passed a stack-allocated, fixed-size buffer to
uv_get_process_title() but neglected to check the return value.
When the total length of the command line arguments exceeds the size of
the buffer, libuv returns UV_ENOBUFS and doesn't modify the contents of
the buffer. The getter then proceeded to return whatever garbage was on
the stack at the time of the call, quite possibly reading beyond the
end of the buffer.
Add a GetProcessTitle() helper that reads the process title into a
dynamically allocated buffer that is resized when necessary.

Fold `CancelPendingDelayedTasks()` into `UnregisterIsolate()` and
make implementing it optional.
It makes sense for these two operations to happen at the same time,
so it is sufficient to provide a single operation instead of two
separate ones.

The Trace Events JS API isn't functional if none of
--trace-events-enabled or --trace-event-categories is passed as a CLI
argument. This commit fixes that.
In addition, we currently don't test the trace_events JS API in the
casewhere no CLI args are provided. This commit adds that test.
