Add an ExitCode enum class and use it throughout the code base
instead of hard-coding the exit codes everywhere. At the moment,
the exit codes used in many places do not actually conform to
what the documentation describes. With the new enums (which
are also available to the JS land as constants in an internal
binding) we could migrate to a more consistent usage of the
codes, and eventually expose the constants to the user land
when they are stable enough.

It is error-prone to copy or heap-allocate `ArrayBufferViewContents`,
because you might accidentally cause it to exceed the lifetime of its
argument. Let's make it impossible to do so. Fortunately we were not
doing so anywhere already, so this diff is purely defensive.

This removes all usages of GetBackingStore without any entries in the
`CODEOWNERS` file. For the most part this is a pretty straightforward
review; except `SPREAD_BUFFER_ARG` and the changes to `CopyArrayBuffer`.

Node.js unofficially supports a shared library variant where the
main node executable is a thin wrapper around node.dll/libnode.so.
The key benefit of this is to support embedding Node.js in other
applications.
Since Node.js 12 there have been a number of issues preventing the
shared library build from working correctly, primarily on Windows:
* A number of functions used executables such as `mksnapshot` are
not exported from `libnode.dll` using a `NODE_EXTERN` attribute
* A dependency on the `Winmm` system library is missing
* Incorrect defines on executable targets leads to `node.exe`
claiming to export a number of functions that are actually in
`libnode.dll`
* Because `node.exe` attempts to export symbols, `node.lib` gets
generated causing native extensions to try to link against
`node.exe` not `libnode.dll`.
* Similarly, because `node.dll` was renamed to `libnode.dll`,
native extensions don't know to look for `libnode.lib` rather
than `node.lib`.
* On macOS an RPATH is added to find `libnode.dylib` relative to
`node` in the same folder. This works fine from the
`out/Release` folder but not from an installed prefix, where
`node` will be in `bin/` and `libnode.dylib` will be in `lib/`.
* Similarly on Linux, no RPATH is added so LD_LIBRARY_PATH needs
setting correctly for `bin/node` to find `lib/libnode.so`.
For the `libnode.lib` vs `node.lib` issue there are two possible
options:
1. Ensure `node.lib` from `node.exe` does not get generated, and
instead copy `libnode.lib` to `node.lib`. This means addons
compiled when referencing the correct `node.lib` file will
correctly depend on `libnode.dll`. The down side is that
native addons compiled with stock Node.js will still try to
resolve symbols against node.exe rather than libnode.dll.
2. After building `libnode.dll`, dump the exports using `dumpbin`,
and process this to generate a `node.def` file to be linked into
`node.exe` with the `/DEF:node.def` flag. The export entries
in `node.def` will all read
```
my_symbol=libnode.my_symbol
```
so that `node.exe` will redirect all exported symbols back to
`libnode.dll`. This has the benefit that addons compiled with
stock Node.js will load correctly into `node.exe` from a shared
library build, but means that every embedding executable also
needs to perform this same trick.
I went with the first option as it is the cleaner of the two
solutions in my opinion. Projects wishing to generate a shared
library variant of Node.js can now, for example,

to generate a full node installation including `libnode.dll`,
`Release\node.lib`, and all the necessary headers. Native addons
can then be built against the shared library build easily by
specifying the correct `nodedir` option.

In two places, we call `Isolate::GetCurrent()` even though that is
technically invalid usage of the function.
Now that V8 exposes `Isolate::TryGetCurrent()`, we can do this
in a proper way.

- Move the file reading code in LoadBuiltinModuleSource into
util.h so that it can be reused by other C++ code, and
return an error code from it when there is a failure for
the caller to generate an error.
- Throw an error when reading local builtins fails in
LoadBulitinModuleSource.

Instead of passing them through the data bound to function
templates, store references to them in a list embedded inside
the context.
This makes the function templates more context-independent,
and makes it possible to embed binding data in non-main contexts.

V8 deprecates `GetContents()` in favour of `GetBackingStore()`.
Update our code to reflect that.
V8 also deprecates `Externalize()` and `IsExternal()`; we should
be able to remove all usage of this once V8 8.0 is there.

Since v10.10.0, 'buf' can be any DataView, meaning the largest
byteLength can be Float64Array.BYTES_PER_ELEMENT * kMaxLength =
17,179,869,176.
'offset' can now be up to 2**53 - 1. This makes it possible to tile
reads into a large buffer.
Breaking: now throws if read offset is not a safe int, is null or
is undefined.

Using `ArrayBufferViewContents` over
`Buffer::Data()`/`Buffer::Length()` or `SPREAD_BUFFER_ARG` has the
advantages of creating fewer individual variables to keep track off,
not being a “magic” macro that creates variables, reducing code size,
and being faster when receiving on-heap TypedArrays.

`v8::Global` is essentially a nicer variant of `node::Persistent` that,
in addition to reset-on-destroy, also implements move semantics.
This commit makes the necessary replacements, removes
`node::Persistent` and (now-)unnecessary inclusions of the
`node_persistent.h` header, and makes some of the functions that
take Persistents as arguments more generic so that they work with all
`v8::PersistentBase` flavours.

FromJust() is often used not for its return value, but for its
side-effects. In these cases, Check() exists, and is more clear as to
the intent. From its comment:

Where appropriate, use a helper that wraps around
`ArrayBufferView::Buffer()` or `ArrayBufferView::CopyContents()`
rather than `Buffer::Data()`, as that may help to avoid materializing
the underlying `ArrayBuffer` when reading small typed arrays from C++.
This allows keeping the performance benefits of the faster creation of
heap-allocated small typed arrays in many cases.

So that it's easier to tell whether we are manipulating per-process
global states that may need to be treated with care to avoid races.
Also added comments about these variables and moved some of them
to a more suitable compilation unit:
- Move `v8_initialized` to `util.h` since it's only used in
`util.cc` and `node.cc`
- Rename `process_mutex` to `tty_mutex` and move it into
`node_errors.cc` since that's the only place it's used
to guard the tty.
- Move `per_process_opts_mutex` and `per_process_opts`
into `node_options.h` and rename them to
`per_process::cli_options[_mutex]`
- Rename `node_isolate[_mutex]` to `per_process::main_isolate[_mutex]`
