Subject: .gitlab-ci.yml: Allow retry of jobs

d1eec76f3 (ci: Rename rules to be more consistent, 2023-07-19)
refactored the rules to be more consistent. However, in the process it
removed the ability to re-try jobs manually. Add a rule that allows
that.
