Precalculate authorized projects in database ## What does this MR do? It caches user's authorized projects in database instead of using multiple unions, which should simplify and speed-up things since this operation (getting authorized projects) is used a lot. ## Are there points in the code the reviewer needs to double check? 2016-11-18Fix a race condition that allowed soft-deleted groups to remain in the database.Timothy Andrew
The intended flow is: Soft-delete group (sync) -> Delete group projects (async) -> Hard-delete group (async) The soft-delete was run in a transaction, which was committed only after the async job (for hard-deletion) was kicked off. There was a race condition here - the soft-delete transaction could complete _after_ the hard delete completed, leaving a soft-deleted record in the database. This commit removes this race condition. There is no need to run the soft-delete in a transaction. The soft-delete completes before the async job is kicked off.

This moves the code used for processing commits from GitPushService to its own Sidekiq worker: ProcessCommitWorker. Using a Sidekiq worker allows us to process multiple commits in parallel. This in turn will lead to issues being closed faster and cross references being created faster. Furthermore by isolating this code into a separate class it's easier to test and maintain the code. The new worker also ensures it can efficiently check which issues can be closed, without having to run numerous SQL queries for every issue.

When we updated gitlab_git to 10.4.1, `tag.target` changed from pointing to the sha of the tag to the sha of the commit the tag points to. The problem is that only annotated tags have `object_sha`s, lightweight tags don't (it's nil), so (only) in their case we still need to use `tag.target`.
