Koding Integration
## What does this MR do?
Will provide Koding integration with GitLab services. Forked from !4914.
## Are there points in the code the reviewer needs to double check?
I've introduced new layouts which might not be necessary, first time contributor.

We're planning to ship Koding with GitLab.

Ace ventura
## What does this MR do?
Makes Ace only load when it's actually necessary. The only two places it seems to be used is for Snippets and the File (Blob) Editor.
Before minification or compression, this takes the application.js down from 2.2MB to 1.6MB, and also removes two inline scripts :D

2FA checks for API workflows
## What does this MR do?
It adds a check to the API `/session` endpoint that will deny authentication requests to users that have 2FA enabled. In the error message it will instruct them to use a Personal Access Token instead.
It adds a check to the `/oauth/token` endpoint, when `grant_type: 'password'` is used, so that no OAuth2 access token can be generated if the user has 2FA enabled. This endpoint should not be used by OAuth applications, anyway. OAuth apps should follow the flow of redirecting the user to GitLab, where 2FA access restrictions apply and logging them in there. Once successfully authenticated, the OAuth token is passed to the client.

No 2FA check on API endpoints.

Store OTP secret key in secrets.yml
## What does this MR do?
Migrate the value of `.secret` to `config/secrets.yml` if present, so that `.secret` can be rotated without preventing all users with 2FA from logging in. (On a clean setup, generate different keys for each.)
## Are there points in the code the reviewer needs to double check?
I'm not sure we actually need `.secret` at all after this, but it seems safer not to touch it.
## Why was this MR needed?
We have some DB encryption keys in `config/secrets.yml`, and one in `.secret`. They should all be in the same place.
## What are the relevant issue numbers?
#3963, which isn't closed until I make the relevant changes in Omnibus too.

We do not want to proceed with loading the app in this case, as it could
lose a secret needed to decrypt values in the database.
|
|
This class does quite a few interesting things so let's instrument it so
we can see how much time is being spent in this class.
|
|
|
|
If an environment variable exists for secret_key_base, use that -
always. But don't save it to secrets.yml.
Also ensure that we never write to secrets.yml if there's a non-blank
value there.
|
|
Move the last secret from .secret to config/secrets.yml, and delete
.secret if it exists.
|
|
.secret stores the secret token used for both encrypting login cookies
and for encrypting stored OTP secrets. We can't rotate this, because
that would invalidate all existing OTP secrets.
If the secret token is present in the .secret file or an environment
variable, save it as otp_key_base in secrets.yml. Now .secret can be
rotated without invalidating OTP secrets.
If the secret token isn't present (initial setup), then just generate a
separate otp_key_base and save in secrets.yml.
Update the docs to reflect that secrets.yml needs to be retained past
upgrades, but .secret doesn't.

Displaying branches ending on `.json` in repository view crashes because links to graph and network page can not be determined.

## What does this MR do?
Adds a field to the `enviroments` table to expose later in other features. Now I see the task list below, I noticed I forgot some minor things, but Ill adress those after the first review.

The field is a string on the database, thus limited to 255 chars, which seems more than enough.

After this patch, the script still gives me the following routes:
