When a project uses fast-forward merging strategy user has to rebase MRs to target branch before it can be merged. Now user can do rebase in UI by clicking 'Rebase' button instead of doing rebase locally. This feature was already present in EE, this is only backport of the feature to CE. This removes the need for relying on Rails' "dependent" option for data removal, which is _incredibly_ slow (even when using :delete_all) when deleting large amounts of data. This also ensures data consistency is enforced on DB level and not on application level (something Rails is really bad at). This commit also includes various migrations to add foreign keys to tables that eventually point to "projects" to ensure no rows get orphaned upon removing a project.
