Precalculate authorized projects in database
## What does this MR do?
It caches user's authorized projects in database instead of using multiple unions, which should simplify and speed-up things since this operation (getting authorized projects) is used a lot.
## Are there points in the code the reviewer needs to double check?
Did we miss a scenario where we need to refresh the list of projects?

Use `Gitlab.config.gitlab.host` over `'localhost'`
Use `Gitlab.config.gitlab.host` over `'localhost'`
This would fix long standing failures running tests on
my development machine, which set `Gitlab.config.gitlab.host`
to another host because it's not my local computer. Now I
finally cannot withstand it and decided to fix them once and
for all.

- Use multiple threads / database connections to:
1. Escape the transaction the spec seems to be running
in (`config.use_transactional_fixtures` is off, but
`ActiveRecord::Base.connection.open_transactions` is not empty
at the beginning of the spec.
2. Simulate a Sidekiq worker performing the hard delete outside of the
soft-delete transaction.
- The spec is a little clunky, but it was the smallest thing I could get
working - and even this took a couple of hours. Let me know if you
have any suggestions to improve it!

Defer saving project services to the database if there are no user changes
## What does this MR do?
It defers saving project services to the database as long as it is possible. It creates a project service when creating a project only if this project service has an active template. After that project services are saved on the first edit.
## Are there points in the code the reviewer needs to double check?
- tests that used `build_missing_services` before the change
- number of queries executed
## Why was this MR needed?
Motivation in #22281

Processing Commits Using Sidekiq
This moves the code of `GitPushService#process_commit_messages` into a separate Sidekiq worker. This allows processing of commits to happen in parallel, speeding up the process. See the individual commit (messages) for more information.
Part of https://gitlab.com/gitlab-org/gitlab-ce/issues/15463
See merge request !6802

This moves the code used for processing commits from GitPushService to
its own Sidekiq worker: ProcessCommitWorker.
Using a Sidekiq worker allows us to process multiple commits in
parallel. This in turn will lead to issues being closed faster and cross
references being created faster. Furthermore by isolating this code into
a separate class it's easier to test and maintain the code.
The new worker also ensures it can efficiently check which issues can be
closed, without having to run numerous SQL queries for every issue.

These specs use raw Redis objects which can not use the memory based
caching mechanism used for tests. As such we have to explicitly flush
the data from Redis before/after each spec to ensure no data lingers on.
