Cygwin: Add /dev/disk/by-label and /dev/disk/by-uuid symlinks
The new directories '/dev/disk/by-label' and '/dev/disk/by-uuid'
provide symlinks for each disk related volume label and serial
number:
'VOLUME_LABEL' -> '../../sdXN'
'VOLUME_SERIAL' -> '../../sdXN'
