Fix: Excessive (re)builds of subprojects

Recent refactor external dependencies handling (D6642)
improperly linked all library dependencies with public
linkage rather than interface linkage. Causing excessive
(re)builds of subprojects when not needed.

This patch restores the interface linkage.
