GPencil: Simplify sample modifier improvements.
1. Now handles cyclic strokes correctly. 2. Added a sharp threshold value to allow preservation of sharp corners. Reviewed By: Antonio Vazquez (antoniov), Aleš Jelovčan (frogstomp) Ref D14044
