VSE: rename flag for Frame Overlay feature
Rename `SEQ_EDIT_OVERLAY_SHOW` to `SEQ_EDIT_USE_FRAME_OVERLAY` to avoid
confusion between `SEQ_SHOW_OVERLAY` of `SpaceSeq.flag`
