UI: Editor menu, move VSE below MCE
The idea here is to keep things in a logical order to match the order of ones worflow. This concept can be seen in Graph > Dope Sheet > NLA. This issue is mainly affecting the manual. Fixes T50709 Differential Revision: https://developer.blender.org/D2630
