UI: Name changes

In accordance with T56648.
- Render Border -> Render Region
- Clipping Border -> Clipping Region
- Instancing 'Scale' -> 'Scale to Face Size'
- Instancing 'Rotation' -> 'Align to Vertex Normal'

Python API is left as-is, for now.
