Cleanup: Blenlib, Clang-Tidy else-after-return fixes (incomplete)
This addresses warnings from Clang-Tidy's `readability-else-after-return`
rule in the `source/blender/blenlib` module. Not all warnings are
addressed in this commit.
No functional changes.
