Instead of submitting tons of tiny IO syscalls, we can speed things up
significantly by `mmap`ing the .blend file into virtual memory and directly
accessing it.
In my local testing, this speeds up loading the Dweebs file with all its
linked files from 19sec to 10sec (on Linux).
As far as I can see, this should be supported on Linux, OSX and BSD.
For Windows, a second code path uses `CreateFileMapping` and
`MapViewOfFile` to achieve the same result.

While \file doesn't need an argument, it can't have another doxy
command after it.

Move \ingroup onto same line to be more compact and
make it clear the file is in the group.

BF-admins agree to remove header information that isn't useful,
to reduce noise.
- BEGIN/END license blocks
Developers should add non license comments as separate comment blocks.
No need for separator text.

This is often invalid, outdated or misleading
especially when splitting files.
It's more useful to git-blame to find out who has developed the code.

This commit attempts to fix the following error:
intern\guardedalloc\intern\mallocn.c: In function 'rem_memblock':
intern\guardedalloc\intern\mallocn.c:977:48: error: conversion to 'intptr_t' from 'size_t' may change the sign of the result [-Werror=sign-conversion]
From the references I've managed to find, it appears that
the second arg to munmap() should be size_t not intptr_t.
Fortunately though, we don't use this arg anyways atm, so
this should be quite harmless...

remove MEM_sys_types.h which was a duplicate.
