MSVC used to warn about const mismatch for arguments passed by value.
Remove these as newer versions of MSVC no longer show this warning.

While most modifies don't handle out of memory cases, ocean simulation
could attempt huge allocations: 2048 gb at the maximum resolution.

In comments made by a tester on rB17b89f6dacba007bf, it seems that baking
of the spray maps would be useful. This commit adds that capability. Both
the spray map and its inverse are baked out in this change, for maximum
convenience and to avoid assuming what the user wants.

This replaces header include guards with `#pragma once`.
A couple of include guards are not removed yet (e.g. `__RNA_TYPES_H__`),
because they are used in other places.
This patch has been generated by P1561 followed by `make format`.

Following work done in 2.83, the resolution control is now a real
level-of-detail parameter. It is now useful to be able to set the
resolution for display independently from render. This is true for
both mesh generation and mesh deformation modes.
For compatibility with old scenes, resolution is retained and is the
render resolution. Old modifiers loaded have the value of resolution
also applied to viewport resolution. This allows newer modifiers to
be used in older versions without trouble

BKE_ocean.h uses the bool type without including stdbool.h
counting on someone else including that before it.
With D6811 enabling automatic sorting of the includes
this can no longer be counted on. This changes includes
stdbool.h in BKE_ocean.h so it can build without being
depended on others including the right headers before it.

This extends the ocean modifier to add new spectra
(Pierson-Moskowitz, Jonswap, TMA).
These models are very different to the Phillips spectrum.
They are intended for more established,
large area, oceans and/or shallow water situations.

The 'Apply Modifier' button calls the modifier code on the original
object instead of an evaluated copy, which doesn't have an initialised
Ocean *.

Some code was copied with 'keep in sync with xxx' comments added to it.

The approach of setting 'refresh' flags on the modifier, and performing
the associated actions when the modifier is being evaluated, is a bad
one. Instead, we use the separation of the original and the evaluated
copy to 'refresh' certain things (because they simply aren't set at all
on the original). Other actions are now done directly with BKE_ocean_xxx
functions on the original data, intead of during evaluation.

This adds a new Modifier "Ocean" to simulate large-scale wave motion.
Details can be found in the wiki documentation [1], the project homepage [2] and the patch tracker [3]
The modifier is disabled by default for now. To enable it, the WITH_OCEANSIM (cmake) / WITH_BF_OCEANSIM (scons) flags have to be set. The code depends on fftw3, so this also has to be enabled.
