Add a separate scanline function scanfill_vert_add_v2_with_depth that
adds a vertex from 2D coordinate array & the specified z-value.

Use a shorter/simpler license convention, stops the header taking so
much space.

- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they

these aren't comments for the symbols directly below them.

This makes the internal naming consistent with the public API. And also gives
us a visibility_flag rather than restrictflag that can be extended with more
flags.

referencing identifiers.

Terms get/set don't make much sense when casting values.
Name macros so the conversion is obvious,
use common prefix for easier completion.
- GET_INT_FROM_POINTER -> POINTER_AS_INT
- SET_INT_IN_POINTER -> POINTER_FROM_INT
- GET_UINT_FROM_POINTER -> POINTER_AS_UINT
- SET_UINT_IN_POINTER -> POINTER_FROM_UINT

Those pointers are never to be aliased, so let's be explicit about this and hope
compiler does save some CPU ticks.

Now all the fine-tuning is happening using parallel range settings structure,
which avoid passing long lists of arguments, allows extend fine-tuning further,
avoid having lots of various functions which basically does the same thing.
|
|
Wrap all arguments into TLS type of argument. Avoids some branching and also
makes it easier to extend things in the future.

So this deduplicates and simplifies code, yeah.
Also, as an odd bonus, new code seems slighly quicker than previous one
(about 5 to 10% quicker).

Once again nothing much to say here, except that whole mask rendering
process from VSE is about 25% quicker now. ;)
