save-as with path remapping left the paths relate to the file written.

without the underscores these clogged up the namespace for autocompleation which was annoying.

so path manipulation functions dont run multiple times on the same path in the case of sequence strips where the one directory is used as the base for many images.

image & font and sequence paths were being cleaned but not multires, voxel & sound paths.
- skip fixing file paths on undo.
- simplify bpath alloc and free functions, also pass Main structure so as not to rely on G.main, (needed for file load).

- loop over sequencer plugin and texture voxel paths.
- fix leak in python bpy.utils.blend_path() and use PyUnicode_DecodeFSDefault() to ensure correct paths with different encodings.
- operators to make paths absolute & relative now redraw the view.

Both stored the filename of the blend file, but G.sce stored the last opened file.
This will make blender act differently in some cases since a relative path to the last opened file will no longer resolve (which is correct IMHO since that file isnt open and the path might not even be valid anymore).
Tested linking with durian files and rendering to relative paths when no files is loaded however we may need to have some operators give an error if they are used on the default startup.blend.

If you have a blend file and want to save in a new directory enabling this will save with the paths corrected relative to the new directory.

* BPath sequencer strip looper was only operating on the active scene, now look through all scenes.
* The active sequence strip wasnt being reset when scenes switched, so you could see the previous scenes strip when switching to a new scene.

* clean the path so //foo/../foo/ is removed (not sure why but some peach files had this problem)

BLI_cleanup_file, same as BLI_cleanup_dir but dosnt add a slash at the end.

Useful to use before sending blend files to the renderfarm.
* Make all Paths Relative - makes any absolute paths relative.
* Report Missing Files - creates a textblock listing all missing files.
* Find Missing Files - searches a directory recursively for filenames that dont exist at their current path.
Added a path looper type and functions that currently loop on image, sound, font and external library paths.
