Use a shorter/simpler license convention, stops the header taking so much space. Follow the SPDX license specification: https://spdx.org/licenses - C/C++/objc/objc++ - Python - Shell Scripts - CMake, GNUmakefile While most of the source tree has been included - `./extern/` was left out. - `./intern/cycles` & `./intern/atomic` are also excluded because they use different header conventions. doc/license/SPDX-license-identifiers.txt has been added to list SPDX all used identifiers. The commit rB6f63417b500d that made exact boolean work on meshes with holes (like Suzanne) unfortunately dramatically slowed things down on other non-manifold meshes that don't have holes and didn't need the per-triangle insideness test. This adds a hole_tolerant parameter, false by default, that the user can enable to get good results on non-manifold meshes with holes. Using false for this parameter speeds up the time from 90 seconds to 10 seconds on an example with 1.2M triangles.

This is for design task T67744, Boolean Redesign. It adds a choice of solver to the Boolean modifier and the Intersect (Boolean) and Intersect (Knife) tools. The 'Fast' choice is the current Bmesh boolean. The new 'Exact' choice is a more advanced algorithm that supports overlapping geometry and uses more robust calculations, but is slower than the Fast choice. The default with this commit is set to 'Exact'. We can decide before the 2.91 release whether or not this is the right choice, but this choice now will get us more testing and feedback on the new code.
