Use a shorter/simpler license convention, stops the header taking so
much space.
Follow the SPDX license specification: https://spdx.org/licenses

While most of the source tree has been included
- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.
doc/license/SPDX-license-identifiers.txt has been added to list SPDX all
used identifiers.

While doxygen supports both, conform to our style guide.
Note that single back-tick's are already used in a majority of comments.

referencing identifiers.

As explained in T65568 by @LucaRood, the self collision system should exclude triangles that are connected by sewing springs.

Previously this limit was rather high, but with UDIMs it's fairly easy
to reach this many images. Even though this exceeds the texture limit
on most hardware as far as I can tell, it should at least not crash.
The old code uses a fixed array which overflows eventually, this fix
replaces the array with a GSet.

While \file doesn't need an argument, it can't have another doxy
command after it.

Move \ingroup onto same line to be more compact and
make it clear the file is in the group.

to reduce noise.

No need for separator text.

The code this was taken from assumes a 'size_t' result,
which isn't the case here.
In practice the bucket distribution wasn't bad,
even so this was a nop so best fix.

Terms get/set don't make much sense when casting values.
Name macros so the conversion is obvious,
use common prefix for easier completion.

- SET_INT_IN_POINTER -> POINTER_FROM_INT
- GET_UINT_FROM_POINTER -> POINTER_AS_UINT
