Use a shorter/simpler license convention, stops the header taking so
much space.
Follow the SPDX license specification: https://spdx.org/licenses

While most of the source tree has been included
- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.
doc/license/SPDX-license-identifiers.txt has been added to list SPDX all
used identifiers.

This addresses warnings from Clang-Tidy's `readability-else-after-return`
rule in the `source/blender/blenlib` module. Not all warnings are
addressed in this commit.
No functional changes.

This makes adding to the end of a linked list simpler,
In most cases we avoid this in favor of BLI_linklist_append.
For one off operations it's OK.

LinkList's are a different API, no need to confuse things.

Ton has been pushing me to get this in and finish it up with help, so here is a run down of the commit

Subdivide now is Edge based, allows for multicut
