Not sure when this happened but apparently the lower bar is now windows 7 [1]
This patch bumps to API version to 0x0601 (Win7) and cleans up any uses that
worked around the globally set API version.

While \file doesn't need an argument, it can't have another doxy
command after it.

make it clear the file is in the group.

No need for separator text.

We (the Microsoft C++ team) use the Blender project as part of our "Real world code" tests.
I noticed a place in WIN32 specific code (dvpapi.cpp:85) where a string literal is losing
its const-ness when being passed to BLI_dynlib_open(). This is not permitted when using the
/permissive- conformance compiler switch (see our blog
https://blogs.msdn.microsoft.com/vcblog/2016/11/16/permissive-switch/)
My suggested fix is to add const and propagate it where needed. Another possible fix would be
to explicitly cast away the const.

Not all file formats/calls are supported yet. It will be expended.
Please from now on use BLI_fopen, BLI_* for file manipulations.
For non-windows systems BLI_fopen just calls fopen.
For Windows, the utf-8 string is translated to utf-16 string in order to call UTF version of the function.

Only one functional change where Transform orientations passed "" to BIF_createTransformOrientation() which could then have the value written into.

- removed deprecated bitmap arg from IMB_allocImBuf (plugins will need updating).
- mostly tagged UNUSED() since some of these functions look like they may need to have the arguments used later.

- ignore MSVC warnings when FREE_WINDOWS is defined to quiet warnings.
- the CMake flags were not being set correctly making blender have weirdo colors (no -funsigned-char).

library loading was using some non-public OS X functions, which give
linking issues for me. Since OS X 10.3 standard unix dlopen() is
supported, so I just removed this code, we don't support earlier
versions anyway.

Thanks to Lguillaume for helping with this one.
Had to go back to bug: [#17631] PIL_dynlib_get_error_as_string() returns NULL, causes crash
and revert the fix and make some new updates.
function needs to return NULL so fix the functions that were assuming it
always returns a string.

One of the calls to PIL_dynlib_get_error_as_string was assuming that
it would return a valid string and not NULL (perhaps by converting
to std::string).
This patch simply changes it to always return a string, even when the
error is not recognized.

- Moved all 'render pipeline control' options out of the Material panels
into the (now renamed) "Links and Pipeline" Panel. These are the options
that are not per material-node, but global for the entire Material tree.
It includes ZTransp, Zinvert, Strands, Halo, Wire, etc.
- To further make Node editing clear, when you enable Nodes for the first
time, the link button to the first Material node is drawn red, to note
that here needs something linked or added.
- Protected Node editing for Library data
- Fixed header buttons to work OK for Node Window

Code from Peter O'Gorman <ogorman@users.sourceforge.net which has
been credited in the source.
Basically the dlopen() and dlerror() calls have been recreated wrapping
the standard OSX methods.
Names used are osxdlopen() and osxdlerror(). So no naming conflict will
occur.

The third is for actually loading the plugins in blender.
For some reason its not identifying the plugins correctly,
but it compiles and runs so I'm including it hoping someone else
might see where I've messed things up...
I have a simple example at http://www.cs.umn.edu/~mein/test.tgz that
works, if anyone is interested in playing with it.
