Follow naming from T85728.

Use a shorter/simpler license convention, stops the header taking so
much space.

While most of the source tree has been included
- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.
doc/license/SPDX-license-identifiers.txt has been added to list SPDX all
used identifiers.

Implementation of lerp without a function requires repeating one of
the arguments, which is not ideal. To avoid that, add a new function
to the driver namespace. In addition, provide a function for clamping
between 0 and 1 to support easy clamped lerp, and a smoothstep function
from GLSL that is somewhat related.
The function implementations are added to a new bl_math module.
As an aside, add the round function and two-argument log to the
pylike expression subset.

The dependency graph has to know whether a driver must be re-evaluated
every frame due to a dependency on the current frame number. For python
drivers it was using a heuristic based on searching for certain sub-
strings in the expression, notably including '('.
When the expression is actually evaluated using Python, this can't be
easily improved; however if the Simple Expression evaluator is used,
this check can be done precisely by accessing the parsed data.

This change switches windows to the dynamic C runtime
avoiding issues coming from mixing the static and dynamic
runtime like the ones outlined in [1]

This is not any kind of length, it is the number of true values.

Also minor changes:
- Remove unused headers.
- rename SimpleExprParseState -> ExprParseState
- rename max_ops -> ops_count_alloc
Was misleading since maximums are often limits which can't be exceeded.

- Put return argument last.

Simple isn't a good prefix for library names since
lots of unrelated modules could be called 'simple'.
Include 'py' in module name since this is a subset of Python,
one of the main motivations for this is to be Python like/compatible.
