Also add missing task-ID reference & remove colon after \note as it
doesn't render properly in doxygen.

Use a shorter/simpler license convention, stops the header taking so
much space.

- `./extern/` was left out.

Was already used in some parts of the code,
double space and dashes were used elsewhere.

Use 'bmesh_kernel_' prefix,

it wasn't used and only skipped step of finding correct loop of face.
