Corrects incorrect usages of the fragment 'apart of' when 'a part of' was required.

Actual issue is with triangle beautify,
avoid precision error by scaling the epsilon
by the face area when it's over 1
The mesh in the report was very large (approx 2000 on each side),
causing precision issues with a fixed epsilon.

Some of these API's can have 3D versions, explicitly name them 2D.

- When returning the number of items in a collection use BLI_*_len()
- Keep _size() for size in bytes.
- Keep _count() for data structures that don't store length
(hint this isn't a simple getter).

Doubled check, for me in an optimized build, XOR is several times slower than naive algo.
