This commit introduce back support for all geometry types and all nodetree support.
Only the forward shading pipeline is implemented for now.
Vertex Displacement is automatically enabled for now.
Lighting & Shading is placeholder.

This is quite a huge cleanup. Making use of the `common_gpencil_lib.glsl`
to share more codes and use more consistent codestyle.
The gpencil engine specifics are now out of the `gpencil_vertex()`
function making it easier to add more features.
There should be no regression as all workarounds are kept as is.

Use a shorter/simpler license convention, stops the header taking so
much space.

This commit moves the storage of `bDeformGroup` and the active index
to `Mesh`, `Lattice`, and `bGPdata` instead of `Object`. Utility
functions are added to allow easy access to the vertex groups given
an object or an ID.
As explained in T88951, the list of vertex group names is currently
stored separately per object, even though vertex group data is stored
on the geometry. This tends to complicate code and cause bugs,
especially as geometry is created procedurally and tied less closely
to an object.
The "Copy Vertex Groups to Linked" operator is removed, since they
are stored on the geometry anyway.
This patch leaves the object-level python API for vertex groups in
place. Creating a geometry-level RNA API can be a separate step;
the changes in this commit are invasive enough as it is.
Note that opening a file saved in 3.0 in an earlier version means
the vertex groups will not be available.

The UV factor of the last point of a cyclic stroke was using the factor of
the first point leading to unwanted scaling artifacts.
The fix sets the uv factor of the last point to the currect value (last UV
factor + length between last and first point).

When using grease pencil for drawing Storyboards, it's very common to require a transform of the layers. This transform can be done using the offset modifier, but in some cases, the scene requires a lot of modifiers and makes the file hard to work.
This new feature adds a transforms Location, Rotation and Scale at Layer level, and allows to transform the layer without using a modifier, keeping the scene more clean.

Also, done some code cleanup and rename some functions to get a better naming.

When in edit mode, the edit lines for de-selected surfaces did not
show up.
The bug was caused by the is_gpencil bool which reused another flag.
Both grease pencil and nurbs surfaces use the edit_curve_handle shader.
A dedicated flag was added to make sure the is_gpencil bool is
set correctly.

This patch is the result of the GSoC 2020 "Editing Grease Pencil Strokes
Using Curves" project. It adds a submode to greasepencil edit mode that
allows for the transformation of greasepencil strokes using bezier

This addresses warnings from Clang-Tidy's `readability-else-after-return`

Now the brushes have several new random settings and use curves to define the effect. The curves have been moved below the parameter to keep UI standards and extra curve panels have been removed.

The new curves are:
* Hue.
* Saturation.
* Value.
New option to random at stroke level instead to random at point level for the following values:
* Thickness.
* Strength.
* UV.
* Hue.
* Saturation.
* Value.
Curves have been moved below the corresponding parameter and only are displayed in properties panel. Display the curves in the popover made it unusable.

It seems like OSX drivers are using standard attributes for passing
gl_VertexID and gl_InstanceID to the vertex shader, and count them in the
limit of MAX_VERTEX_ATTRIBS.
This patch make sure to never use more than 13 attributes by packing some
attributes together.

This commit is a full refactor of the grease pencil modules including Draw Engine, Modifiers, VFX, depsgraph update, improvements in operators and conversion of Sculpt and Weight paint tools to real brushes.
Also, a huge code cleanup has been done at all levels.
