Removes the following macros for scene/render frame values:
- `CFRA`
- `SUBFRA`
- `SFRA`
- `EFRA`
These macros don't add much, other than saving a few characters when typing.
It's not immediately clear what they refer to, they just hide what they
actually access. Just be explicit and clear about that.
Plus these macros gave read and write access to the variables, so eyesores like
this would be done (eyesore because it looks like assigning to a constant):
```
CFRA = some_frame_nbr;
```

This reverts commit 1558b270e9fcbc2e23fa248b0e7e770dddae155c.
An earlier commit (rB101fadcf6b93c) introduced some new functionality,
which was overlooked in reviewing this commit & got broken.
Will re-commit after the issue has been fixed.

Motion paths can now be initialised to more sensible frame ranges,
rather than simply 1-250:
- Scene Frame Range
- Selected Keyframes
- All Keyframes
The Motion Paths operators are now also added to the Object context menu
and the Dopesheet context menu.
The scene range operator was removed, because the operators now
automatically find the range when baking the motion paths.
The clear operator now appears separated in "Selected Only" and "All",
because it was not clear for the user what the button was doing.

Use a shorter/simpler license convention, stops the header taking so
much space.
Follow the SPDX license specification: https://spdx.org/licenses
- C/C++/objc/objc++
- Python
- Shell Scripts
- CMake, GNUmakefile
While most of the source tree has been included
- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.
doc/license/SPDX-license-identifiers.txt has been added to list SPDX all
used identifiers.
See P2788 for the script that automated these edits.

Change data structure of keylists. Reducing the balancing overhead and therefore increases performance.
| **Function** | **Master** | **Patch** |
|`draw_summary_channel`| 0.202105s| 0.083874s |
When adding items to the keylist it will store it in a linked list. This linked list is
accompanied with the length (key_len) and a `last_accessed_column`. last_accessed_column is a cursor
that improve the performance when adding new items as they are mostly ordered by frame numbers.
last_accessed_column is reset when a new fcurve/mask/... is added to the keylist.
Before searching or array access. the listbase needs to be converted to an array.
`ED_keylist_prepare_for_direct_access`. After that the caller can use
`ED_keylist_find_*` or `ED_keylist_array*` functions.
The internal array can also be accessed via the `ED_keylist_listbase` function.
The items inside the array link to the previous/next item in the list.

For T78995 we want to change the data structure of keylists to
improve performance. (Probably a Vector with bin-search capabilities).
This patch hides the internal structure of the keylists behind `AnimKeylist`
structure. This allows us to change the internals without 'breaking' where it is
being used.
The change adds functions to create, free, find and walk over the
keylist.

Note this only changes cases where the variable was declared inside
the for loop. To handle it outside as well is a different challenge.

The `BKE_animsys.h` and `anim_sys.c` files already had a an "AnimData
API" section. The code in that section has now been split off, and
placed into `BKE_anim_data.h` and `anim_data.c`.
All files that used to include `BKE_animsys.h` have been adjusted to
only include the animation headers they need (sometimes none).
No functional changes.

This change makes it so motion paths are using minimal possible
dependency graph which is sufficient to evaluate required motion
path targets.
Disclaimer: granularity is done on ID level, but it is possible
to go more granular if really needed.
Brings time down to 0.5 sec when updating motion path for the
Rain animation file used for benchmarks in the previous commits.

The idea is to only update parts of motion paths which lies between
keyframes around changed frame.
The changed frames are considered to be from second previous to
second next one to work correctly with bezier handles interpolation.
Brings updates in the Rain test animation file from around 11 sec
down to 1 sec.

Allows to have a higher versatility in the API.
Should be no functional changes.

Having this in blenkernel caused bad level calls to bf_editors_anim,
causing tests that use 'blenkernel' to require almost all libraries.
(complicating gtest linking & causing large binaries).
