Moves all `interface_region*` files to C++ except for the tooptip region
which is slightly more complicated. Also move a few other files as well.
This helps to simplify and speed up code, especially through the use
of better C++ data structures. This change builds on all platforms on
the buildbot.

Use a shorter/simpler license convention, stops the header taking so
much space.

- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they

Also use doxy style function reference `#` prefix chars when
referencing identifiers.

Expanded enum items like this usually have centered text, but there are
limitations in the popup code that break this here. Add a workaround for this
limitation.

Previously these HSV values were in the color picking space, which meant the
relation to the scene linear RGB values was confusing.
The new situation:
* RGB number buttons: scene linear color space
* HSV number buttons: scene linear color space
* Picker widgets: color picking color space
* Hex: sRGB color space

We have our own assert implementation, `BLI_assert()` that is prefered over the
C standard library one. Its output is more consistent across compilers and
makes termination on assert failure optional (through `WITH_ASSERT_ABORT`).
In many places we'd include the C library header without ever accessing it.

I only skipped a few loops in the monstrous ui_handle_menu_event
function. Also, I only changed variable names where necessary to
prevent redeclarations.

While \file doesn't need an argument, it can't have another doxy
command after it.

Most artists agree that RGB by default is not as flexible as HSV.
It's just the first time it opens anyway, since it will remember whatever
was set last like it always does.

make it clear the file is in the group.

Happened when accessing the eyedropper from a popup.

While changing RGBA or color wheel didn't add undo steps,
HSV and Hex values did.
Disable undo for these button types since an undo push happens when
exiting the picker.

Hex color values are now always in sRGB space, as would be expected by
most other applications. Previously they were in display space and using
the view transform.
|

In 2d655d3 the color picker was changed to use display space HSV values.
This works ok for a simple sRGB EOTF, but fails with view transforms like
Filmic where display space V 1.0 maps to RGB 16.292.
Instead we now use the color_picking role from the OCIO config when
converting from RGB to HSV in the color picker. This role is set to sRGB
in the default OCIO config.
This color space fits the following requirements:
* It is approximately perceptually linear, so that the HSV numbers and
the HSV cube/circle have an intuitive distribution.
* It has the same gamut as the scene linear color space.
* Color picking values 0..1 map to scene linear values in the 0..1 range,
so that picked albedo values are energy conserving.

Was using UI_BLOCK_LOOP to control draw style,
this meant we couldn't use popup theme colors for cases
where it the interface has the same purpose as a popup but happens
not to use this flag.
