Use a shorter/simpler license convention, stops the header taking so
much space.
Follow the SPDX license specification: https://spdx.org/licenses

While most of the source tree has been included
- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.
doc/license/SPDX-license-identifiers.txt has been added to list SPDX all
used identifiers.

This allows a hack to be removed that temporarily overwrote
the 3D views gizmo display flag.
Also reverse change from fb27a9bb983ce74b8d8f5f871cf0706dd1e25051
that runs poll on modal gizmo groups as there is some risk
that the poll function unlinks the gizmo.

Hiding viewport navigation gizmos caused the UI to "flicker"
unnecessarily, the axis could also be useful as a reference.

Split mesh restore logic into a new function:
`EDBM_redo_state_restore_and_free`.

Rename function EDBM_update_generic to EDBM_update, use a parameters
argument for better readability.
Also add calc_normals argument, which will have benefits when
calculating normals and tessellation together is optimized.

Move some drawing code from `area.c` and `ed_util.c` into `ed_draw.c`.
This is to support the new generic slider that wil be used in T81785.
No functional changes.

The inset operator would display the inset thickness and depth as
Blender units during transform. This meant that when the scene units
were set to something different than meters, the display value would
give different results than entering the same number using the value
input. (Similar to D10325)
The fix makes sure that the numbers are always displayed in the correct
scene units.

Approximately 195 changes of capitalization to conform to MLA title style.
UI labels and property names should use MLA title case, while descriptions
should be capitalized like regular prose, generally with only the start of
a sentence capitalized.

This addresses warnings from Clang-Tidy's `readability-else-after-return`
rule in the `source/blender/editors/mesh` module.
No functional changes.

Follow up of b2ee1770d4c3 and 10c2254d412d, part of T74432.
Now the area and region naming conventions should be less confusing.
Mostly a careful batch rename but had to do few smaller fixes.
Also ran clang-format on affected files.

Both the MS headers and blender headers define the HKEY
which gives all kind of inclusion order issues.
This diff renames all *KEY constants to EVT_*KEY to resolve
this conflict.

The old convention was easy to confuse with ScrArea.

This is mostly a batch rename with some manual fixing. Only single word
variable names are changed, no prefixed/suffixed names.
Brecht van Lommel and Campbell Barton both gave me a green light for
this convention change.
Also ran clan clang format on affected files.

Also rename struct members to 'launch_event', since it's more
descriptive and was called this in some places.

This avoids a list lookup in Main (recently added), passing in a mesh
instead of an edit-mesh, since the mesh links to the edit-mesh.

Cheap tip: anything that is not "Camel Case" and/or that is more than
a few words long should use `TIP_` translation, not `IFACE_` one.
Also added several missing strings (including the one reported in D5056

The mouse movement scale needed adjusting according to object scale,
since the amount is on the unscaled model but the viewport shows the
scaled one.
Also fixed proper units for amounts in bevel tool, as was already
done for modifier. Percent should be comfortably adjustable by mouse.

While \file doesn't need an argument, it can't have another doxy
command after it.

Move \ingroup onto same line to be more compact and
make it clear the file is in the group.

BF-admins agree to remove header information that isn't useful,
to reduce noise.

The inset operator uses 0.01 as default for the inset.
When the face is very small than this default is very confusing (see T60226).
The simplest fix seems to be to just use 0 as default.
This is similar to the extrude operator which uses 0 as default as well.

Bring back per-viewport localview. This is based on Blender 2.79.
We have a limit of 16 different local view viewports.
We are using both the numpad /, as well as the regular /.
Missing features:
* Hack to make sure lights are always visible.
* Make rendered mode with external engines to support this as well
(probably just need to support this in the RNA iterators).
* Support over 16 viewports by taking existing viewports out of local view.
The code can use a cleanup pass in the future to unify the test to see
if an object is visible (or we can use TESTBASE in more places).

There are now 3 categories in the overlay popover:
- Navigation
- Active (camera, lamp... etc)
- Tool (manipulator)
The user preference for mini axis now controls if the mini axis
displays minimal or a full-interactive widget.

Key shortcuts and explanation about how to use the tool should go to the
status bar, but other info can in the header so it's near where the user
is working. This distinction has not been made yet for all operators.

the modal operator or typed in. The modal operator will still start at zero.
