This patch adds the drag and drop strip previews in the VSE.
It also adds two new functions to the drag and drop API.
1. "draw_in_view" for callbacks that wants to draw elements in local viewport coordinates
2. "on_drag_start" that can be used for prefetching data only once at the start of the drag.

- Replace SPACE_TYPE_LAST with SPACE_TYPE_NUM (adding 1).
- Rename RGN_TYPE_LEN to RGN_TYPE_NUM
This makes it possible to tag space-type/region-type combinations
with `bool tag[SPACE_TYPE_NUM][RGN_TYPE_NUM]` which reads more clearly
than `bool tag[SPACE_TYPE_LAST + 1][RGN_TYPE_LEN]`.

Failing constraint test uncovered crashes on NULL dereference and
missing channels initialization in `SEQ_editing_ensure()`.

This patch adds channel region to VSE timeline area for drawing channel
headers. It is synchronizedwith timeline region. 3 basic features are
implemented - channel visibility, locking and name.
Channel data is stored in `SeqTimelineChannel` which can be top-level
owned by `Editing`, or it is owned by meta strip to support nesting.
Strip properties are completely independent and channel properties are
applied on top of particular strip property, thus overriding it.
Implementation is separate from channel regions in other editors. This
is mainly because style and topology is quite different in VSE. But
also code seems to be much more readable this way.
Currently channels use functions similar to VSE timeline to draw
background to provide illusion of transparency, but only for background
and sfra/efra regions.
Great portion of this patch is change from using strip visibility and
lock status to include channel state - this is facilitated by functions
`SEQ_transform_is_locked` and `SEQ_render_is_muted`
Originally this included changes in D14263, but patch was split for
easier review.

Add new `BKE_id_is_editable` helper in `BKE_lib_id.h`, that supercedes
previous check (simple `ID_IS_LINKED()` macro) for many editing cases.
This allows to also take into account 'system override' (aka
non-editable override) case.

Since the XR area does not have any region geometry, hud updates from
operators would cause invalid access when updating region sizes.
|

Also fixes missing code to read/write/free/copy color management settings
in various places. This can't be set through the UI currently, but still
should be handled consistently.

So far it was needed to declare a new RNA struct to `RNA_access.h` manually.
Since 9b298cf3dbec we generate a `RNA_prototypes.h` for RNA property
declarations. Now this also includes the RNA struct declarations, so they don't
have to be added manually anymore.

Lets `makesrna` generate a `RNA_prototypes.h` header with declarations for all
RNA properties. This can be included in regular source files when needing to
reference RNA properties statically.
This solves an issue on MSVC with adding such declarations in functions, like
we used to do. See 800fc1736748. Removes any such declarations and the related
FIXME comments.

Use a flag for events to avoid adding struct members every time a new
kind of tag is needed - so events remain small.
This also simplifies copying settings as flags can be copied at once
with a mask.

This means textures need to have the number of mipmap levels specified
upfront. It does not mean the data is immutable.
There is fallback code for OpenGL < 4.2.
Immutable storage will enables texture views in the future.

Allow SCREEN_OT_area_swap to operate between different Blender
windows, and other minor feedback improvements.

This commit renames enums related the "Curve" object type and ID type
to add `_LEGACY` to the end. The idea is to make our aspirations clearer
in the code and to avoid ambiguities between `CURVE` and `CURVES`.

- In the short/medium term, replace the `Curve` object data type with
`Curves`
- In the longer term (no immediate plans), use a proper data block for
3D text and surfaces.

Use the ID.recalc flag to detect when updates after frame-change is
needed. Since comparing the last calculated frame doesn't take undo into
account (see code-comment for details).
`ID_RECALC_AUDIO_SEEK` has been renamed to `ID_RECALC_FRAME_CHANGE`
since this is not only related to audio however internally this flag is
still categorized in `NodeType::AUDIO`.

Previously, macros were ifdefed using the cmake option `WITH_INTERNATIONAL`
However, the is unnecessary as withen the functions themselves have checks for building without internationalization.
This also means that many `add_definitions(-DWITH_INTERNATIONAL)` are also unnecessary.

Followup to the previous commit. Jeroen and I agreed the old naming was
confusing.
|

Use GPU-side scaling to speed up the scaling itself, and to avoid having
to copy the image buffer using the CPU. Mipmapping is used to get decent
filtering when downscaling without ugly artifacts.
In my comparisons, there was barely any difference between the methods
for DPIs >= 1. Below that, the result looks a bit different due to the
different filtering method.

Outliner would frame the armature object instead of the bone if the bone
was on a hidden armature layer.
Similar to issues reported in e.g. T58068 and T80464, this is due to the
fact that `BKE_pose_channel_active` always checks for the armature layer
(and returns NULL if a bone is not on a visible armature layer).
Now propose to make this layer check **optional** (and e.g. from the
Outliner be more permissive). This also introduces
`BKE_pose_channel_active_if_layer_visible` which just wraps
`BKE_pose_channel_active` with the check being ON.

In almost all cases there is no difference between `G.relbase_valid`
and checking `G.main->filepath` isn't an empty string.
In many places a non-empty string is already being used instead of
`G.relbase_valid`.
The only situation where this was needed was when saving from
`wm_file_write` where they temporarily became out of sync.
This has been replaced by adding a new member to `BlendFileWriteParams`
to account for saving an unsaved file for the first time.

Use "filepath" which is the current convention for naming full paths.
- Main use "name" which isn't obviously a file path.
- BlendFileData & FileGlobal used "filename" which is often
used for the name component of a path (without the directory).

Some doc-strings were skipped because of blank-lines between
the doc-string and the symbol and needed to be moved manually.
- Added space below non doc-string comments to make it clear
these aren't comments for the symbols directly below them.
- Use doxy sections for some headers.

Close all active buttons when hiding a region as this can be called
from Python a popover is open from that region.
Failure to do this causes the popover to read from the freed button.
Also rename UI_screen_free_active_but to
UI_screen_free_active_but_highlight since it only frees highlighted
buttons.

Unfortunately the drop logic for file-path based drag & drop checks the
used icon for its logic. This is very bad and should be changed. But
doing this involves some changes that are better not done during bcon4,
so for now stick to it and update the icon check.

This corrects some alignments issues through new margins introduced in
93544b641bd6. Basic idea of this fix is to only add the new margins when
drawing a panel with background. These margins were added specifically
for the background boxes, so that makes sense.
Alternative fix to D13199.
This also fixes some margings added unintentionally in mentioned commit.
There is a little jump of the toolbar and the tabs in the Properties
when comparing the UI without this fix to 2.93:

The jump is gone with this fix applied (compare to the 2.93 screenshot):

While not a serious issue, this confirms that this fix actually tackles
the root of the issue.

Add a new 'selected_visible_actions' property to allow querying
actions that are selected in animation related editors for use in
UI and operators. The 'selected_editable_actions' variant excludes
linked actions (the only reason an action can be read-only).
In the Action and Shape Key editors there is only one action
that is specified by the field at the top of the editor.
In Dope Sheet it scans the channel rows and returns all actions
related to the selected items. This includes summary items for
actions and groups.
In Graph Editor, it lists actions associated with selected curves.
The new property is also used for Copy To Selected and Alt-Click.
