All of the operators in vertex paint mode didn't work properly with
the new color attribute system. They only worked on byte color type
attributes on the face corner domain.
Since there are four possible combinations of domains and types now,
it mostly ended up being simpler to convert the code to C++ and use
the geometry component API for retrieving attributes, interpolating
between domains, etc. The code changes ended up being fairly large,
but the result should be simpler now.

- Verrtex paint mode has been refactored into C++ templates.
It now works with both byte and float colors and point
& corner attribute domains.
- There is a new API for mixing colors (also based
on C++ templates). Unlike the existing APIs byte
and float colors are interpolated identically.
Interpolation does happen in a squared rgb space,
this may be changed in the future.
- Vertex paint now uses the sculpt undo system.

Use a shorter/simpler license convention, stops the header taking so
much space.
Follow the SPDX license specification: https://spdx.org/licenses
- C/C++/objc/objc++
- Python
- Shell Scripts
- CMake, GNUmakefile
While most of the source tree has been included
- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.
doc/license/SPDX-license-identifiers.txt has been added to list SPDX all
used identifiers.

This addresses warnings from Clang-Tidy's `readability-else-after-return`
rule in the `source/blender/editors/sculpt_paint` module.
No functional changes.

mask selection
for 'Invert', 'Levels', 'Hue saturation Value' and 'Bright/Contrast',
face mask was respected, but vertex mask wasnt...
Same code as done in 'Set Vertex Colors'.

While \file doesn't need an argument, it can't have another doxy
command after it.

Move \ingroup onto same line to be more compact and
make it clear the file is in the group.

- BEGIN/END license blocks
Developers should add non license comments as separate comment blocks.
No need for separator text.

This is often invalid, outdated or misleading
especially when splitting files.
It's more useful to git-blame to find out who has developed the code.

- Vertex & weight paint now use the 'blend' setting.
- Weight paint now has it's own tool setting,
since weight paint doesn't deal with color - we'll likely
support different tools eventually.

Notes:
- Changes in paint_vertex.c were simple to merge, mainly related on passing
evaluation context.
- Conflicts in EditDM and drawmesh.c are solved using code from blender2.8
branch. Those areas are deprecated and not to be used in final release.
However, it's possible that some reference code from master is lost, so
keep attention when adding alpha support for vertex painting.

While these mostly make sense for color,
there is no harm in supporting.

paint_vertex.c was getting too big, move all code unrelated to
mode switching and modal painting into their own files.
Also replace vertex-color operators region redraw tag /w notifiers.
