The performance issue was noticeable when tracking a lot of tracks
which are using keyframe pattern matching. What was happening is that
at some cache gets filled in and the furthest away frame gets removed
from the cache: the frame at marker's keyframe gets removed and needs
to be re-read from disk on the next tracking step.
This change makes it so frames at markers' keyframes are not removed
from cache during tracking.
Steps to easily reproduce:
- Set cache size to 512 Mb.
- Open image sequence in clip editor
- Detect features
- Track all markers

Use a shorter/simpler license convention, stops the header taking so
much space.

- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they

The tooltips for the tracker buttons were all equal (because they all
use the same operator).
This adds the `get_description` operator callback to the
`CLIP_OT_track_markers` operator and returns a more descriptive
tooltip for the different buttons.

This addresses warnings from Clang-Tidy's `readability-else-after-return`
rule in the `source/blender/editors/space_clip` module.
No functional changes.

Both the MS headers and blender headers define the HKEY
which gives all kind of inclusion order issues.
This diff renames all *KEY constants to EVT_*KEY to resolve
this conflict.

Solves stability issues with possibly doing destructive changes to the
tracking setup. Locking interface is the simplest and most reliable way
to avoid crashes.
It is still possible to run non-destructive changes such as clip view
navigation. More operations can be marked as safe if needed.

While \file doesn't need an argument, it can't have another doxy
command after it.

Move \ingroup onto same line to be more compact and
make it clear the file is in the group.

to reduce noise.

No need for separator text.

This is a lots of changes, but they are boiling down to a simple API
changes where we are no longer relying on implicit usage of scene's
depsgraph and pass depsgraph explicitly.
There should be no user measurable difference, render_layer* tests
are also passing.

This funciton will be extended, so better to get rid of unused arguments before
adding new ones.

Was a dangling pointer to a freed memory left behind.

It was not so much better from performance point of view to have
a special case here and it only made us having two entry points
to the same things, which was rather annoying.
