It seems possible to switch object selection (if `Lock Object Modes` is
turned off) and end up with an object that has a SculptSession but a
NULL PBVH.
(I was not able to repro from scratch, but file from the report was
clearly in that state).
This would crash in displaying scene statistics.
While there might be a deeper fix (making sure PBVH is available early
enough -- possibly using `BKE_sculpt_object_pbvh_ensure`,
`sculpt_update_object` or friends), there are also many checks in tools
for PBVH, so the situation seems to be somewhat vaild/expected also in
other places.
So to fix this, just check for a non-NULL PBVH, returning early
otherwise.
Note: this leaves us with displaying 0/0 Faces & Vertices in the borked
case until an operation takes place that updates the PBVH.

Even though lights were part of `SceneStats`, they were not used when
rBfd10ac9acaa0 was committed.
This patch adds the light count back into the statistics. When a light is
the active object, it will display the total number of lights in the
scene, as well as how many lights are currently selected.

Generally the evaluated mesh should not be changed, since that is the
job of the modifier stack. Current code is far from const correct in
that regard. This commit uses a const variable for the reult of
`BKE_object_get_evaluated_mesh` in some cases. The most common
remaining case is retrieving a BVH tree from the mesh.

This patch improves the 3DView statistics overlay to show LOCAL stats
while in local view. This means the stats can vary between 3DViews and
the statusbar when views are in local view, but this gives a much more
accurate count of the objects, and their components, that you are
directly working with rather than just scene values.

To draw the overlay stats in columns the strings must be measured to
find the longest one. In some circumstances this measurement can be
incorrect. We draw the text with a specific size yet do not explicitly
set the size before calling BLF_size. This patch properly sets the size
so that the measurement will match what will be used for output.
See T88799 for examples of measurement failure.

Event though in practice this wasn't causing problems as the fixed size
buffers are generally large enough not to truncate text.
Using the result from `snprint` or `BLI_snprintf` to step over a fixed
size buffer allows for buffer overruns as the returned value is the size
needed to copy the entire string, not the number of bytes copied.
Building strings using this convention with multiple calls:
ofs += BLI_snprintf(str + ofs, str_len_max - ofs);
.. caused the size argument to become negative,
wrapping it to a large value when cast to the unsigned argument.

This reverts commit 9cce18a5858cb93da626f5f0fd7e09cd66637e05.

revert for now, so master will at least build again.

This adds the vertex and face count info to the scene stats in sculpt
mode. These stats count the active vertices and faces in the
sculptsession for the active object. This has the following advantages:
- It is possible to know how many vertices the sculptsession has active
comparted to the vertex count of the entire scene from sculpt mode
- When sculpting with constructive modifiers, these stats will report the
number of vertices that you can actually sculpt with, instead of the
vertex count of the modified mesh and the entire scene.

This RNA/BPY function was removed in c08d84748804. For understandable
reasons really-- getting scene statistics from a string displayed in the
status bar is not exactly the best design. But we have committed to not
changing the RNA API too much for the 2.90 release, so we would like to
keep this functionality.

The file subversion is no longer used in the Python API or user interface,
and is now internal to Blender.
User interface, Python API and file I/O metadata now use more consistent
formatting for version numbers. Official releases use "2.83.0", "2.83.1",
and releases under development use "2.90.0 Alpha", "2.90.0 Beta".
Some Python add-ons may need to lower the Blender version in bl_info to
(2, 83, 0) or (2, 90, 0) if they used a subversion number higher than 0.

- `BKE_anim_visualization.h` and `anim_visualizationanim_path.c` for
animation visualization (mostly motion paths).
- `BKE_duplilist.h` for DupliList function declarations. These were
already implemented in `object_dupli.c`, so they were rather out of
place being declared in `BKE_anim.h` in the first place.

Simple fix, to mimic what we had pre-local collections. So this is not
fully representative of the current load of the scene.
I started a more complex route where we literally just count objects
that are visible (taking object type restriction, local collections,
local view, ...). But in the end it is a bit overkill considering that
we have plans to change the statistics.
