Removes the "Edited Action" tab for selected Action strips in the NLA
editor. It is still available in the Action editor, where it is actually
suitable/usable. Having it in the NLA got in the way of the actual NLA
strip properties.

Adding Grease Pencil keyframes in the dopesheet (rB92d7f9ac56e0) lead to
crashes from the NLA editor (T99505). This is now resolved, by removing
grease pencil keyframes from NLA editor (as it was in 3.2), and
filtering them out of all NLA-related operations.

Change the behavior of the "Frame start" and [Frame] "End" fields of an
NLA Strip in the NLA editor.
Frame Start now behaves like translating with {key G} and moving the
mouse. It also updates the Frame End to ensure the strip remains the
same length.
Frame End changes the length of the strip, based on the Repeat property.
If there are no repeats (i.e. number of repeats = 1) the underlying
Action will change length, such that more or less of its keyframes will
be part of the NLA strip. If there are repeats (i.e. number of repeats
smaller or larger than 1), the number of repeats will change. Either
way, the effective end frame off the strip will be the one set in the
Frame End slider.
The old behavior of stretching time has been removed. It is still
possible to stretch time of a strip, but this no longer automatically
happens when manipulating the Frame Start and Frame End sliders.
**Technical details:** new RNA properties `frame_start_ui` and
`frame_end_ui` have been added. Changing those values (for example via
the sliders, but also via Python) trigger the above behavior. The
behavior of the already-existing `frame_start` and `frame_end`
properties has been simplified, such that these can be set from Python
without many side-effects, simplifying import of data into the NLA.

Selecting Action channel in NLA now sets the context in the N-panel. The
actively selected channel is now also drawn in a different way, so that
it's visible which one is selected.
Old:
- The NLA sidebar didn't refresh with the creation of a new action.
- There was no indication of the action channel being selected.
New:
- NLA side bar now refreshed when keyframes are added (new action is created)
- Clicking on the action channel now gives visual indication of being selected

So far it was needed to declare a new RNA struct to `RNA_access.h` manually.
Since 9b298cf3dbec we generate a `RNA_prototypes.h` for RNA property
declarations. Now this also includes the RNA struct declarations, so they don't
have to be added manually anymore.

Use a shorter/simpler license convention, stops the header taking so
much space.

The current `ICON_SMALL_TRI_RIGHT_VEC` uses dark hard-coded colors ([`0.2`, `0.2`, `0.2`])
which makes it impossible to theme and hard to see in dark contexts.
Use `ICON_RIGHTARROW` to match the Outliner's breadcrumbs. This icon uses `TH_TEXT` so it's visible as long as the rest of the text is.

Selection was already accessible but not active.
Add utility functions:
- ANIM_nla_context_track to access the active track,
following the convention of ANIM_nla_context_strip.
- ANIM_nla_context_*_ptr versions of these functions,
needed to for creating context members to access the ID pointer.
Part of fix for T90723.

This patch implements the list panel system D7490 for FCurve modifiers.
The UI layouts are updated to make use of subpanels and to be consistent
with the rest of the interface, and easier to understand.
See the differential revision for screenshots.
This commit also significantly cleans up the FModifier UI code, and
improves, mainly by replacing the old button creation code is with
the newer interface API using RNA. In turn there is a bit of complexity
added because each FModifier has a separate panel.
Although reordering of FModifiers was not implemented before, we get
drag and drop basically for free here, so it is also included.
As noted in some older to do tasks, FModifiers aren't evaluated
in perfect order, which may be a point of improvement for the future.

Partially reverts 2250b5cefee7.
Removing the user count and fake user count icons was controversial (which was
expected) and there are a few further changes needed, that won't make it in
time for the release, see D9946.
While there is a design to bring back the user count and fake user indicators,
a new design idea was proposed that the UI team wants to follow. This came too
late for the 2.92 release, the new design is targeted at the 2.93 release now.
Meanwhile, UI team decision was to simply revert the design changes.

Note that this commit does not revert some internal changes done in
2250b5cefee7. Namely the introduction of `ed_util_ops.c` and data-block
operators in there. These will still be needed in the new design.

This bug was caused by making it so that non-embossed modifier icon
buttons could become an operator button and retain their red highlight
for disabled modifiers. The icon button needs emboss turned off, but
in earlier versions of Blender, `UI_EMBOSS_NONE` would be overridden
by animation or red alert states.
Instead of abusing "NONE" to mean "none unless there is animation or
red alert", this commit adds a new emboss flag for that situation,
`UI_EMBOSS_NONE_OR_STATUS`, which uses no emboss unless there is an
animation state, or another status. There are only a few situations
where this is necessary, so the change isn't too big.

The previous design is rather old and has a couple of problems:
* Scalability: The current solution of adding little icon buttons next to the
data-block name field doesn't scale well. It only works if there's a small
number of operations. We need to be able to place more items there for better
data-block management. Especially with the introduction of library overrides.
* Discoverability: It's not obvious what some of the icons do. They appear and
disappear, but it's not obvious why some are available at times and others
not.
* Unclear Status: Currently their library status (linked, indirectly linked,
broken link, library override) isn't really clear.
* Unusual behavior: Some of the icon buttons allow Shift or Ctrl clicking to
invoke alternative behaviors. This is not a usual pattern in Blender.
This patch does the following changes:
* Adds a menu to the right of the name button to access all kinds of operations
(create, delete, unlink, user management, library overrides, etc).
* Make good use of the "disabled hint" for tooltips, to explain why buttons are
disabled. The UI team wants to establish this as a good practise.
* Use superimposed icons for duplicate and unlink, rather than extra buttons
(uses less space, looks less distracting and is a nice + consistent design
language).
* Remove fake user and user count button, they are available from the menu now.
* Support tooltips for superimposed icons (committed mouse hover feedback to
master already).
* Slightly increase size of the name button - it was already a bit small
before, and the move from real buttons to superimposed icons reduces usable
space for the name itself.
* More clearly differentiate between duplicate and creating a new data-block.
The latter is only available in the menu.
* Display library status icon on the left (linked, missing library, overridden,
asset)
* Disables "Make Single User" button - in review we weren't sure if there are
good use-cases for it, so better to see if we can remove it.
Note that I do expect some aspects of this design to change still. I think some
changes are problematic, but others disagreed. I will open a feedback thread on
devtalk to see what others think.

The overlap with the `Panel` flags that start with "PNL" was quite
confusing because wasn't clear which enum a flag was from. The
new names are a bit longer, but the clarity is worth it.

This data block will be the container for simulation node trees.
It will be used for the new particle node system (T73324).
The new data block has the type `ID_SIM`.
It is not visible to users and other developers by default yet.
To enable it, activate the cmake option `WITH_NEW_SIMULATION_TYPE`.
New simulation data blocks can be created by running `bpy.data.simulations.new("name")`.

The NLA Editor sidebar is currently out of step with the rest of Blender, and in particular the Sequencer, which offers similar features and functionality. This patch makes a number of UI layout changes to make it fit in.
- Remove Active Track panel, since the track names can just be edited in the source list on the left
- Rejiggered the categories to be more understandable. 'Strip' includes settings for the current strip, and 'Edited Action' includes settings for the action that is currently being edited
- Use single column split layout
- Use name + mute toggle configuration like in the Sequencer
- Fix an issue with the theme, where the sidebar background was too dark, breaking the bright -> dark hierarchical logic
- Use sub-panels for animated strip properties controls

Adds a `text` parameter to `bpy.types.uiLayout.template_ID()` which
causes a label to be added, as usual. Adding the label also makes the
template respect the `bpy.types.uiLayout.use_property_split` option.
Also fixes wrong layout being used in the template-ID, although I think
that didn't cause issues in practice.
Sergey requested this for usage in the Movie Clip Editor.

The old layout of `PointerRNA` was confusing for historic reasons:

Each space had separate operators, duplicating logic.
Use RNA properties instead so adding the ability to toggle other
region types (floating redo region for eg) doesn't need to have an
extra operator per space type.
It's also nicer to show a check-box for something which can be toggled.
