IPO data-block types are deprecated since 2.5. Don't show them in the
Outliner at all.

Uses a inheritance based approach for querying warning of tree elements
and the mode column support of display modes.
For the warnings, tree elements can override the
`AbstractTreeElement::getWarning()` method and return a warning string.
The UI will draw the warning column with warning icons. This makes the
warning column more generalized and easier to extend to more use-cases.
E.g. library override elements will use this after a followup commit.
To support mode toggles a display mode can now just return true in the
`AbstractTreeDisplay::supportsModeColumn()` method. This makes it
trivial to add mode columns to other display modes, and less error prone
because there's no need to hunt down a bunch of display mode checks in
different places.

In the Blender File display mode of the Outliner, mouse hovering a
"base" element (e.g. "Objects", "Materials", ...) would also highlight
that same base element in other libraries linked into the scene. In fact
operations like (un)collapsing would be applied to both too.
Issue was that we'd always use the listbase containing the data-blocks
from the current main as a way to identify the tree element. So for the
same data-block types we'd use the same listbase pointers. Instead use
the the library pointer + a per library index.

Use a shorter/simpler license convention, stops the header taking so
much space.

- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.
doc/license/SPDX-license-identifiers.txt has been added to list SPDX all
used identifiers.

Basically this removes any C <-> C++ glue code. C++ types are accessed
directly via the public C++ APIs.
Contains some related changes like, moving functions that were
previously declared in a now removed header to a different file, whose
header is the more appropriate place (and the source file as well).
But generally I tried to avoid other changes.

We want to refactor quite some of the Outliner code using C++, this is a
logical step to help the transition to a new architecture.
Includes plenty of fixes to make this compile without warnings, trying
not to change logic. The usual stuff (casts from `void *`, designated
initializers, compound literals, etc.).

While theorically fairly generic, current code is only enabled for
bledfile and liboverride views, and only used to display messages from
library IDs.

Code to check if the Outliner tree-element type was the general ID one
would always check against "0" (explicity or even implicitly). For
somebody unfamiliar with the code this is very confusing. Instead the
value should be given a name, e.g. through an enum.
Adds `TSE_SOME_ID` as the "default" ID tree-element type. Other types
may still represent IDs, as I explained in a comment at the definition.
There may also still be cases where the type is checked against "0". I
noted in the comment that such cases should be cleaned up if found.

The `MAX_LIBARRAY` define was an annoying doublon to the `INDEX_ID_MAX` enum value
now defined in `DNA_ID.h`, and it is no more useful.
And comments were somewhat outdated. Also added an explanation about
chosen order for the `INDEX_ID_<IDTYPE>` order.

Remove DNA headers, using forward declarations where possible.
Also removed duplicate header, header including it's self
and unnecessary inclusion of libc system headers from BKE header.

"View" leads to weird names like `TreeViewViewLayer` and after all they are
specific to what we call a "display mode", so "display" is more appropriate.
Also add, update and correct comments.
