Conceptually animated/driven properties are not controlled by the
liboverride system anymore, even though they may generate override
operations. So consider them as part of the 'system overrides' category,
and hide them by default in the Outliner.

Library overrides were basically using their own system to display
warnings for tree elements, even though for other display elements we
have a more general solution. With the previous commit this has been
generalized further and made trivial to extend.

We cannot try to get RNA info when the rna path of an override property
is invalid.

As proposed in T95802, this adds buttons to a new column on the right to modify
the override in the Library Override display mode. Some further usability
improvements are planned. E.g. this does not yet expand collections (modifiers,
constraints, etc) nicely or group modified properties of a modifier together.
Vector properties with more than 3 items or matrices aren't displayed nicely
yet, they are just squeezed into the column. If this actually becomes a problem
there are some ideas to address this.

Just showing the library override icon for every item doesn't add much
information, it's just redundant. Displaying the data-block type icon on
the other hand can be useful.

Use a shorter/simpler license convention, stops the header taking so
much space.

- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.
doc/license/SPDX-license-identifiers.txt has been added to list SPDX all
used identifiers.

Basically this removes any C <-> C++ glue code. C++ types are accessed
directly via the public C++ APIs.
Contains some related changes like, moving functions that were
previously declared in a now removed header to a different file, whose
header is the more appropriate place (and the source file as well).
But generally I tried to avoid other changes.

We want to refactor quite some of the Outliner code using C++, this is a
logical step to help the transition to a new architecture.
Includes plenty of fixes to make this compile without warnings, trying
not to change logic. The usual stuff (casts from `void *`, designated
initializers, compound literals, etc.).

* Mark either all or no class methods with override
* Don't use zero sized array since it has a different size in C and C++.
Using a little more memory here is not significant.
* Don't use deprecated mechanism to mark private GSet members in clang
just like we don't for MSVC, it warns even for simple zero initialization.

This is a minimal, information-only view currently, listing by default
all the override data-blocks, with their user-edited override
properties.
System-generated overrides (like the overrides of pointers to other
override data-blocks) can be shown through a filter option.
Finally, potential info or warning messages from (auto-)resync propcess
are also shown, as an icon + tooltip next to the affected items.

Fairly straight forwards.
Also fixes the bug from recent refactor that would not show overrides as
a tree, but as a flat list directly under IDs.
