Mostly duplicate includes, also use nullptr, and using default
member initializers.

Lets `makesrna` generate a `RNA_prototypes.h` header with declarations for all
RNA properties. This can be included in regular source files when needing to
reference RNA properties statically.
This solves an issue on MSVC with adding such declarations in functions, like
we used to do. See 800fc1736748. Removes any such declarations and the related
FIXME comments.

Use a shorter/simpler license convention, stops the header taking so
much space.

While most of the source tree has been included
- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.
doc/license/SPDX-license-identifiers.txt has been added to list SPDX all
used identifiers.

This ended up being a copy of:
`toolsettings->workspace_tool_type == SCE_WORKSPACE_TOOL_FALLBACK`
requiring boiler plate assignment in gizmos refresh callbacks.
Remove this struct member and check `toolsettings->workspace_tool_type`
directly, since so far there has been no advantage in gizmo-groups
being able to control this themselves.

This addresses warnings from Clang-Tidy's `readability-else-after-return`
rule in the `source/blender/editors/space_view3d` module.
No functional changes.

The old convention was easy to confuse with ScrArea.

This is mostly a batch rename with some manual fixing. Only single word
variable names are changed, no prefixed/suffixed names.
Brecht van Lommel and Campbell Barton both gave me a green light for
this convention change.
Also ran clan clang format on affected files.

This defaults to selection when not using a gizmo.
The previous behavior to drag anywhere can be set in the tool settings
or by selecting the fallback tool (Alt-W).

This resolves a logical problem using tweak as a fallback tool.
See: T66304#828742
The select action would immediately show the gizmo underneath it,
then the tweak would be handled by the gizmo instead of moving the item
under the cursor.
Currently this works by hiding the gizmo until the tweak event ends.
While it's simpler to check if the gizmo received a mouse-down event,
it causes flickering before each drag event which feels like a glitch.
This is optional for each gizmo type because there are cases where this
can be useful to activate the gizmo immediately (mesh rip for example).

Add utilities for checking when experimental features
should be used.

Implement T66304 as an experimental option,
available under the preferences "Experimental" section.
- When enabled most tools in the 3D view have a gizmo.
- Dragging outside the gizmo uses the 'fallback' tool.
- The fallback tool can be changed or disabled in the tool options
or from a pie menu (Alt-W).
