When a change happens which invalidates view layers the syncing will be postponed until the first usage.
This will improve importing or adding many objects in a single operation/script.
`BKE_view_layer_need_resync_tag` is used to tag the view layer to be out of sync. Before accessing
`BKE_view_layer_active_base_get`, `BKE_view_layer_active_object_get`, `BKE_view_layer_active_collection`
or `BKE_view_layer_object_bases` the caller should call `BKE_view_layer_synced_ensure`.
Having two functions ensures that partial syncing could be added as smaller patches in the future. Tagging a
view layer out of sync could be replaced with a partial sync. Eventually the number of full resyncs could be
reduced. After all tagging has been replaced with partial syncs the ensure_sync could be phased out.
This patch has been added to discuss the details and consequences of the current approach. For clarity
the call to BKE_view_layer_ensure_sync is placed close to the getters.
In the future this could be placed in more strategical places to reduce the number of calls or improve
performance. Finding those strategical places isn't that clear. When multiple operations are grouped
in a single script you might want to always check for resync.
Some areas found that can be improved. This list isn't complete.
These areas aren't addressed by this patch as these changes would be hard to detect to the reviewer.
The idea is to add changes to these areas as a separate patch. It might be that the initial commit would reduce
performance compared to master, but will be fixed by the additional patches.
**Object duplication**
During object duplication the syncing is temporarily disabled. With this patch this isn't useful as when disabled
the view_layer is accessed to locate bases. This can be improved by first locating the source bases, then duplicate
and sync and locate the new bases. Will be solved in a separate patch for clarity reasons ({D15886}).
**Object add**
`BKE_object_add` not only adds a new object, but also selects and activates the new base. This requires the
view_layer to be resynced. Some callers reverse the selection and activation (See `get_new_constraint_target`).
We should make the selection and activation optional. This would make it possible to add multiple objects
without having to resync per object.
**Postpone Activate Base**
Setting the basact is done in many locations. They follow a rule as after an action find the base and set
the basact. Finding the base could require a resync. The idea is to store in the view_layer the object which
base will be set in the basact during the next sync, reducing the times resyncing needs to happen.

Making the callers responsible for this isn't practical as matrices are
often passed indirectly to a functions such as mat3_to_axis_angle,
BKE_object_mat3_to_rot & BKE_pchan_mat3_to_rot.
Or the matrix is combined from other matrices which could be negative.
Given quaternions calculated from negative matrices are completely
invalid and checking only needs to negate matrices with a negative
determinant, move the check into mat3_to_quat and related functions.
Add mat3_normalized_to_quat_fast for cases no error checking on the
input matrix is needed such as blending rotations.

Support pushing undo steps for smooth-view operations that manipulate
the camera. Now V3D_SmoothParams take optional undo arguments.
Used for:
- VIEW3D_OT_view_center_cursor
- VIEW3D_OT_view_center_pick

- VIEW3D_OT_view_roll
- VIEW3D_OT_zoom_border

Use Alt-Slash to remove objects from local-view (was M prior to [0]),
following the convention of using Alt to perform the reverse of an
action. Also remove the confirmation menu as this key as it can be
undone and it's not likely to be pressed by accident.
This can be useful to quickly subtract items from a complex selection
with items that only become visible when entering local-view.
The M key was originally used in 2.4x since moving between layers wasn't
possible. Now moving between collections is possible in local-view
the keys collided.

Add new `BKE_id_is_editable` helper in `BKE_lib_id.h`, that supercedes
previous check (simple `ID_IS_LINKED()` macro) for many editing cases.
This allows to also take into account 'system override' (aka
non-editable override) case.

The view3d_edit.c file is already getting big (5436 lines) and mixes
operators of different uses.
Splitting the code makes it easier to read and simplifies the
implementation of new features.

The viewport theme loaded and virtual modifiers allocated unnecessary.

GPU_select originally used GL_SELECT which defined the format for
storing the selection result.
Now this is no longer the case, define our own struct - making the code
easier to follow:
- Avoid having to deal with arrays in both `uint*` and `uint(*)[4]`
multiplying offsets by 4 in some cases & not others.
- No magic numbers for the offsets of depth & selection-ID.
- No need to allocate unused members to match GL_SELECT
(halving the buffer size).

not affect official builds as we were still using Xcode 12.

This adjusts some calculations and visibility flags for XR viewports in
order to account for a possible scale factor in the XR view matrix.
This scale factor can be introduced via the XR session settings base
scale, which allows a viewer to begin their session at a specific
reference scale, or the XR session state navigation scale, which allows
a viewer to adjust their scale relative to the reference scale during
the session.
Reviewed by Severin as part of D11501, but requested to be committed
separately.

View operations that left the cursor over a gizmo were not being updated
because the mouse-move event was added while the view was animated
instead of once the animation had completed.
Mouse-move events were also missing when smooth-view was disabled.
This fixes a glitch with the 3D view navigation gizmo where multiple
clicks on the view aligned axis failed to switch to the opposite side
unless the user moved the cursor between clicks.

This patch allows dropping material assets from material slot under the mouse
cursor. Before this change the material slot had to be hand-picked from the
properties panel.
For consistency it is chosen to do this in any shading mode as the tooltip shows
what is exactly going to happen during release.
The feature also works for other object types than Meshes as it uses the drawn surface on the
GPU to detect the material slots. Performance of this patch has been tested with AMD GCN3.0
cards and are very responsive.

This patch improves the 3DView statistics overlay to show LOCAL stats
while in local view. This means the stats can vary between 3DViews and
the statusbar when views are in local view, but this gives a much more
accurate count of the objects, and their components, that you are
directly working with rather than just scene values.

Object previews are really helpful for visual data-block selection, like asset
browsing. Having them be generative should also be quite handy and should work
well enough in many, if not most cases.
What this does is simple:
* Place the object (actually a deep copy of it, for thread safety) in a virtual
.blend into an empty scene/view-layer.
* Add a camera, point it towards the front of the object, assuming that means
pointing towards its +Y axis.
* Use "Camera Fit Frame to Selected" logic to put the object into frame.
* Create a threaded off-screen render.
Of course, such an automatic preview will not work in all situations. E.g. it
currently does a bad job capturing a single plane. We could add options for
more advanced automatic previews, but probably custom previews is more
important, which I committed already (812ea9184221).

Some underlying functionality was not ready for greasepencil:
- BKE_modifiers_get_virtual_modifierlist (now introduce dedicated BKE_gpencil_modifiers_get_virtual_modifierlist)
- BKE_modifiers_is_deformed_by_armature
- checks in drawing code
- checks in (pose) selection code
A couple of changes to make this work:
- `eGpencilModifierType_Armature` has to be respected (not only `eModifierType_Armature`)
- `OB_MODE_WEIGHT_GPENCIL` has to be respected (not only `OB_MODE_WEIGHT_PAINT`) -- (now use new `OB_MODE_ALL_WEIGHT_PAINT`)
- `gpencil_weightmode_toggle_exec` now shares functionality from `wpaint_mode_toggle_exec` -- moved to new `ED_object_posemode_set_for_weight_paint`
This patch will also set the context member "weight_paint_object" for greasepencil (otherwise some appropriate pose operators wont work when in weightpaint mode)

We have to explicitly enable fixed world space lighting. This was in
fact already done, but overridden by the code to sync the 3D View
shading settings to the VR view.

Remove use of GL* constants and types inside the codebase. There is still
a few occurence to get rid of.

This also remove some non functionnal state changes that were left
from legacy code.

This addresses warnings from Clang-Tidy's `readability-else-after-return`
rule in the `source/blender/editors/space_view3d` module.
No functional changes.

The was caused by 8b347fc2cdc67 as the old BONESEL_NOSEL flag
handled the -1 case (used for none).
Instead of checking for -1, remove these elements from the array
as selection code makes decisions based on the number of hits detected.

the for loop. To handle it outside as well is a different challenge.
