The bounding box transform code assumed that the pivot would always be
the sequence object transform center.
Rework the code so that this assumption is true even if the general
transform pivot is set to be the 2D cursor.

Hide gizmos & prevent transform & selection in scope display.

Commit e1665c3d3190 added math to do 2D affine transformations with 3x3
matrices, but these matrices are also used for 3D transformations.
Remove added functions and use 4x4 matrices for 2D transformation.

Make the "xform" tool/gizmo available for strip transformations in the
sequencer preview window.
Because of the amount of hacks needed to make the gizmo work nicely with
multiple strips at the same time, it was decided to only show the
translate gizmo when multiple strips are selected.
This is because the transforms with multiple strips would appear buggy
because of our lack of shearing support in the transform system.
There is also currently no way to properly sync the gizmo drawing with
the transform when using multiple strips.

Use shortcut matching the 3D view & popover in the header
|
|
- Use 2D cursor in the preview space using shortcuts
matching the UV editor and 3D view.
- Add Cursor tool, cursor transform.
- Support for cursor and bound-box pivot.
- Add pivot pie menu.

This ended up being a copy of:
`toolsettings->workspace_tool_type == SCE_WORKSPACE_TOOL_FALLBACK`
requiring boiler plate assignment in gizmos refresh callbacks.
Remove this struct member and check `toolsettings->workspace_tool_type`
directly, since so far there has been no advantage in gizmo-groups
being able to control this themselves.

Hide gizmos in the sequencer & UV editor while transforming.

Add tools for image manipulation in sequencer preview region.
This includes:
- Translate, rotate and resize operators, tools and gizmos
- Origin for image transformation
- Median point and individual origins pivot modes
- Select and Box select operator works in preview
- Image overlay drawing

Introduced with swapped axis in rB0d67eb277f9b.
Similar was fixed for the translate gizmo in rB567212c3434a.
Now do the same for scaling as well.

This feature was added when Blender used tex-face (per-face images),
but doesn't make as much sense since this was removed.
Removing this from UV edit-mode as this wasn't working in any
of the 2.8x releases, causing UV's to be visible but unselectable.
Resolves issue raised in T76958.

Follow up of b2ee1770d4c3 and 10c2254d412d, part of T74432.
Now the area and region naming conventions should be less confusing.
Mostly a careful batch rename but had to do few smaller fixes.
Also ran clang-format on affected files.

The old convention was easy to confuse with ScrArea.
Part of https://developer.blender.org/T74432.
This is mostly a batch rename with some manual fixing. Only single word
variable names are changed, no prefixed/suffixed names.
Brecht van Lommel and Campbell Barton both gave me a green light for
this convention change.
Also ran clan clang format on affected files.

NOTE: This change shouldn't have any visible effect. It's just the
first (easiest) step towards decoupling gizmo redraws from viewport
redraws.
We currently redraw the entire region whenever a gizmo needs redrawing,
which would be nice to avoid in the future, see T73198. The first step
towards this would be having a separate tag for them, which is what
this patch implements.
The term "editor-overlays" was chosen because for the forseeable future,
we'll also have to redraw non-gizmo overlays in-between drawing 3D and
2D gizmos. Namely annotations.

Only the active objects UV selection was checked.
This also avoids checking UV selection for every poll call,
now this is only done on refresh.

This happened when reloading the file after using different gizmos.

Allows 2D arrows to be removed, since they work slightly differently
and don't support offset matrices.

No need for separator text.

It's more useful to git-blame to find out who has developed the code.

Bring back per-viewport localview. This is based on Blender 2.79.
We have a limit of 16 different local view viewports.
We are using both the numpad /, as well as the regular /.
Missing features:
* Hack to make sure lights are always visible.
* Make rendered mode with external engines to support this as well
(probably just need to support this in the RNA iterators).
* Support over 16 viewports by taking existing viewports out of local view.
The code can use a cleanup pass in the future to unify the test to see
if an object is visible (or we can use TESTBASE in more places).
