Both the MS headers and blender headers define the HKEY
which gives all kind of inclusion order issues.
This diff renames all *KEY constants to EVT_*KEY to resolve
this conflict.

The old convention was easy to confuse with ScrArea.

This is mostly a batch rename with some manual fixing. Only single word
variable names are changed, no prefixed/suffixed names.
Brecht van Lommel and Campbell Barton both gave me a green light for
this convention change.
Also ran clan clang format on affected files.

CDData checking on file load was not taking into account deprecated
CD_MTEXPOLY datatype, which unfortunately shows same weird glitch as
CD_PAINT_MASK and CD_FACEMAP ones...
Note that it was annoying (due to amount of warnings in console), but
totally harmless, since that data type is just deleted anyway.
This commit also generally cleans up the CD_MTEXPOLY deprecation code, we
have a system to handle that, let's use it, instead of defining local
static values to replace it...

The rotation matrix included the global object offset too. Now we only
take into account the actual offset that what sent to the function.

Cheap tip: anything that is not "Camel Case" and/or that is more than
a few words long should use `TIP_` translation, not `IFACE_` one.
Also added several missing strings (including the one reported in D5056
by Jean First (@robbott), thanks).

`ED_mesh_uv_texture_add()`/`ED_mesh_color_add()` would always either
copy data from current active one, or (for UVs), generate default
'valid' UVs for every face.
This commit adds an option to not do that, just keeping default values
from raw CDLayer creation. It is only used/exposed from RNA API
currently.
This is especially useful for importer add-ons, since some formats
support multiple layers of those kind, as well as 'partial' dataset not
explicitely defining values for all mesh items.
Preliminary step to fix T62224.

While \file doesn't need an argument, it can't have another doxy
command after it.

Packing was not being called after multi-object editing changes. Includes code
refactoring to make function parameters more clear.

Prevents clang-format wrapping text before comments.

With multi object editing it creates the charts twice, which broke some
logic in the unwrapper.

Use 3D cursor from the scene (was previously used for local-view).

Bring back per-viewport localview. This is based on Blender 2.79.
We have a limit of 16 different local view viewports.
We are using both the numpad /, as well as the regular /.
Missing features:
* Hack to make sure lights are always visible.
* Make rendered mode with external engines to support this as well
(probably just need to support this in the RNA iterators).
* Support over 16 viewports by taking existing viewports out of local view.
The code can use a cleanup pass in the future to unify the test to see
if an object is visible (or we can use TESTBASE in more places).

Make sure a message is not reported multiple times when working with
multi-objects. Like in 2.7x we may have two infos coming from the same operator.
In 2.7 we could report non-uniform xor non-scaled, and subsurface.
Now we can report each one of those errors separately.

Key shortcuts and explanation about how to use the tool should go to the
status bar, but other info can in the header so it's near where the user
is working. This distinction has not been made yet for all operators.
