Follow naming from T85728.

Use a shorter/simpler license convention, stops the header taking so
much space.
Follow the SPDX license specification: https://spdx.org/licenses

While most of the source tree has been included
- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.
doc/license/SPDX-license-identifiers.txt has been added to list SPDX all
used identifiers.

Modernize loops by using the `for(type variable : container)` syntax.
Some loops were trivial to fix, whereas others required more attention
to avoid semantic changes. I couldn't address all old-style loops, so
this commit doesn't enable the `modernize-loop-convert` rule.
Although Clang-Tidy's auto-fixer prefers to use `auto` for the loop
variable declaration, I made as many declarations as possible explicit.
To me this increases local readability, as you don't need to fully
understand the container in order to understand the loop variable type.

Replace `typedef` with `using` in C++ code.
In the case of `typedef struct SomeName { ... } SomeName;` I removed the
`typedef` altogether, as this is unnecessary in C++. Such cases have been
rewritten to `struct SomeName { ... };`

For some reason got unnoticed in the original cleanup pass.

Surrounding includes with an 'extern "C"' block is not necessary anymore.
Also that made it harder to add any C++ code to some headers, or include headers
that have "optional" C++ code like `MEM_guardedalloc.h`.
I tested compilation on linux and windows (and got help from @LazyDodo).
If this still breaks compilation due to some linker error, the header containing
the symbol in question is probably missing an 'extern "C"' block.

Post increment can deep-copy for C++ iterators, while in my own checks
GCC was able to optimize this to get the same output,
better follow C++ best practice and use pre-increment for iterators.

When the result isn't used, prefer post increment/decrement
(already used nearly everywhere in Blender).

This includes DNA data and any reference to the BGE code in Blender itself.
We are bumping the subversion.

* Viewport drawing code (so much of this will go away because of BI removal
that we can wait until then to remove this.

The depsgraph was always created within a fixed evaluation context. Passing
both risks the depsgraph and evaluation context not matching, and it
complicates the Python API where we'd have to expose both which is not so
easy to understand.
This also removes the global evaluation context in main, which assumed there
to be a single active scene and view layer.

2.8x branch added bContext arg in many places,
pass eval-context instead since its not simple to reason about what
what nested functions do when they can access and change almost anything.
Also use const to prevent unexpected modifications.
This fixes crash loading files with shadows,
since off-screen buffers use a NULL context for rendering.

Note that some little parts of code have been dissabled because eval_ctx
was not available there. This should be resolved once DerivedMesh is
replaced.

This commit reverts part of a fix for T33275, but things are:
- I can not reproduce the original issue at all, so doesn't seem to
cause any regressions.
- It is really bad idea to do delayed initialization in the threaded
environment, it's a straight way to some nasty issues.
- We can't do things like this anyway because we go more granular,
meaning such a delayed initialization will fail in the case of
having several IK solvers (unless they properly accommodate to
changed bone head).
- Verified the fix with various files from Mango project and all of
them seems to work nice with new depednency graph now (old depsgraph
has some flickering, but it's not related on DEG itself, but on
an environment with lots of proxies and threaded evaluation and it
is not a new behavior).
